Councilmember Monica Higgs was elected to office on September 14, 2020. Ms. Higgs is a second-generation Councilmember for Ward I, daughter of Former Councilmember Johnie Higgs, Sr. Ms. Higgs has been a resident of Seat Pleasant for 30 years. She is a graduate of Riverdale Baptist School in Upper Marlboro, Maryland, where she excelled in her academics. She attended Bowie State University and Prince George's Community College, taking courses to further her career. Ms. Higgs continued her studies in Early Childhood Education and Development, and has enjoyed a fruitful career in the Financial Services Industry, later becoming a full-time independent contractor.
Ms. Higgs worked for the Maryland General Assembly-House of Delegates, Judiciary Committee. She is the proud owner and operator of Roots of Understanding Family Child Care Center. Councilmember Higgs believes that entrepreneurship is rewarding, and she feels empowered by giving back to the community while having the opportunity to assist parents in teaching the next generation.
Ms. Higgs volunteered as Team Mom for the Capitol Heights/Seat Pleasant Boys and Girls Club, Inc. (8U County Football Champions - Go Knights!) and Seat Pleasant Police Athletic League (PAL) Basketball Team. Ms. Higgs was President of the Seat Pleasant Elementary School Parent Teachers Association (PTA).
Councilmember Higgs is chair of the Human Services, Health and Education committee and a committee member of Finance and Budget and Public Safety.
